Bakar – a town and port on the northwestern end of the bay of the same name, near the city of Rijeka. The coke oven in Bakar was opened in 1976 and until 1995, the plant was used for the production of coke, and had a 250 m high chimney that was used for the emission of harmful gases. The area of the coke oven in Bakar has been recognized by the Ministry of Environmental Protection, Physical Planning and Construction as one of the 10 black spots in the Republic of Croatia. During the operation of the coke oven in Bakar, there were unauthorized releases of hazardous substances into the environment, primarily tar, oil and naphthalene. Aware of the danger posed by further delay in remediation, the company Koksar doo, in cooperation with the Environmental Protection and Energy Efficiency Fund, announced a tender on 20.08.2007 for the remediation of land contaminated with coke tar. The tender defined the technology for remediation of land, i.e. it prescribed the obligation to remediate the land by the solidification process. By decision of the expert committee for selecting the most favorable bidder for the rehabilitation contractor, the bid of the company Sokol doo was selected.
