The Biljane Donje County Waste Management Center will collect waste generated in the area of Zadar County and part of Lika-Senj County (the cities of Gospić and Novalja, and the municipalities of Karlobag, Perušić, Donji Lapac, Udbina and Lovinac). The center is located about 25 km from the city of Zadar, near Biljane Donje.

The Center's project includes administrative buildings, a recycling yard, a transport center, an MBO facility, a 12 ha non-hazardous waste landfill, a covered warehouse, a wastewater and landfill gas treatment facility, a construction waste recycling facility, an inert waste landfill, entry and exit zones, infrastructure and roads within the WMC, and access roads.

As part of the Biljane Donje WMC, the construction of three transshipment stations in Zadar County is planned: Biograd na moru, Pag and Gračac, and one in Lika-Senj County: PS Rakitovac in Gospić.

The construction and establishment of the "Biljane Donje" waste management center system will establish an integrated waste management system in the Zadar and part of Lika-Senj County, which will serve an organized, economically focused and comprehensive method of waste management in the aforementioned area.
